28.10.1918 Po tomto datu byly na území ČSR nadále používány doplatní známky rakouské a uherské, které ve filatelistické terminologii označujeme jako známky předběžné. V českých zemích to byly rakouské doplatní známky vydání 1908 - "velká čísla" (13 různých hodnot), vydání 1916 - "malá čísla" (11 hodnot) a výplatní známky vydání 1916 a 1917 s přetiskem "PORTO" (6 hodnot). Na Slovensku zůstaly v poštovním provozu 8 různých hodnot uherských doplatních známek z let 1915-1918 - "červené číslice"..

1.2.1919 Secesní ornament

Návrh předlohy pro I. emisi doplatních známek vytvořil opět Alfons Mucha. Charakteristická ornamentální kresba s výrazným číslicovým motivem, v horní polovině s nápisem DOPLATIT provedeným secesním písmem. Jeho jméno je uvedeno v levém dolním rohu u všech známek této emise. Původní návrh s hodnotou 20 haléřů sloužil jako výchozí pro předlohy ostatních hodnot. Pro každou hodnotu byl zpravidla zhotoven jeden pár tiskových desek (TD), pouze hodnota 30 h s největším nákladem byla vytištěna z více TD, hodnoty 40 h a 500 h pouze z jedné TD. Tiskové desky nemají žádné označení. Tiskové formy tvořily vždy 4 TD různých hodnot stejné barvy, jsou známy i tiskové formy složené z TD doplatních známek 25 h, 30h, 50 h 500 h a 1000 h a TD různých hodnot I. emise výplatních známek Hradčany. Tisk doplatních známek byl proveden knihtiskem, hodnoty 5, 10, 15, 20, 25, 30, 40 a 50 haléřů v barvě olivově hnědé, 100 h hnědá, 250 h oranžová, 400h červená 500 h zelená, 1000 h fialová a 2000 h modrá. U všech hodnot existuje široká škála barevných odstínů. Doplatní známky byly tištěny několik let, zpočátku byl použit papír horší kvality různé jakosti i původu ze zásob tiskárny, později kvalitnější bílý papír, který byl opatřen lepem ještě před tiskem. Použitý lep byl u všech hodnot nahnědlý, později bezbarvý a lesklý. Konkrétní data vydání jednotlivých hodnot nebyla úředně oznámena. Údaje uváděné v odborné literatuře jsou nejrannější dny, kdy byly zjištěny v poštovním provozu. Známky byly vydány nezoubkované, jejich oddělování z archů bylo ale nepraktické a tak zejména větší poštovní úřady si nechaly své známky na své náklady opatřit řádkovou perforací různých rozměrů. Ojediněle se vyskytují i známky s průpichem nebo průsekem.

Mimořádně vzácná jsou všechna svislá nabo vodorovná meziarší stejných nebo různých hodnot, pocházející z nerozřezaných tiskových archů na známkovém papíru, běžnější je jejich výstyt na makulaturních papírech. Pro Světovou poštovní unii v Bernu byl nezjištěný počet doplatních známek téměř všech hodnot (mino 250 h, 400 h a 2000 h) této emise opatřen svislým přetiskem VZOREC v černé barvě na levé nebo pravé straně známek, zdola nahoru či shora dolů. Některé hodnoty dokonce pošta opatřila 3 různými druhy řádkového zoubkování. Pro přetisk VZOREC byly použity přetiskové desky zhotovené původně pro emisi Hradčany. Většina nákladu nakonec skončila v rukou filatelistů. Doplatní známky nebyly ve volném prodeji, pro sběratelské účely je bylo možné zakoupit pouze u filatelistické přepážky na poště Praha 1. Platnost doplatních známek 250 h a 400 h skončila 31.7.1924, u ostatních hodnot byla ukonena 15.8.1928.

Vzhledem ke značným zásobám některých výplatních známek z let 1918-1920 emisí Hradčany, Hospodářství a věda a Osvobozená republika rozhodlo tehdejší ministerstvo pošt a telegrafů využít z hospodářských důvodů tyto známky jako tzv. doplatní provizoria a nechalo je opatřit příslušnými přetisky.
